Q: update to a different version
I replaced my Iphone 5s (damaged, won't start) with a new 6-plus. The last icloud backup on the 5s was IOS version 9.2.1 and it wont restore because the 6-plus starts on IOS version 9.0 but the only update option is 9.3.4. Can I update to 9.2.1 somehow to restore the backup and then update to 9.3.4?

You will need to update to the latest iOS version (9.3.4 currently) and then restore. It will restore correctly from an older version. See the following for more details: Restoring from an iTunes or iCloud backup when a later version of iOS is required - Apple Support
