iPhoto photos didn't import to Photos

After updating to El Capitan, all my iPhoto photos didn't import to Photos (only a random 70 out of 16,000 photos imported) and I can't seem to import them manually as 'iPhoto Library' is grayed out when I try to Import. All photos (16,000) are saved on an external drive. How do I get Photo to read iPhoto photos from the external drive?

Mac Pro, OS X El Capitan (10.11.6), null

You might have more than one iPhoto Library. Normally, when Photos is first launched it assumes your main iPhoto library is the one on the startup volume, in your Pictures folder.

Check the size of the PhotosLibrary file that was created in your Users > your account > Pictures folder. Move it out (you can delete it later). Launch Photos with the Option key pressed, select the main iPhoto Library to migrate. Give it time, it's a slow process.
