If you have Settings > iCloud > Photos > iCloud Photo Library turned on any photo you delete from the iPhone will also be deleted from iCloud and from any other device connected to that iCloud Photo Library. You can potentially reduce the storage space required on the phone by turning on "Optimize iPhone Storage" on that same settings screen. Apple does not currently offer a cloud-only photo storage option. More details about iCloud Photo Library at iCloud Photo Library - Apple Support

Thank you for your quick reply.Does this means if i have just one device for eg an iphone, having a icloud storage more than the storage of iphone is of no use.

As anything deleted from the iphone gets deleted also in Icloud. Is myunderstanding correct?

You are correct in understanding that anything deleted from the phone is also deleted from iCloud. However as indicated in my original reply, if you have the Optimize Storage setting turned on the potential does exist to use more storage in iCloud than you have available on the iPhone.
