Q: Three Finger Drag in El Capitan 10.11.6

I must be losing my mind because anytime I've ever set up a new Mac, one of the first settings I tweak is on the trackpad. Normally, I use all of the trackpad shortcuts and customize a few away from defaults. One of the more helpful shortcuts is the three finger drag. (Hold three fingers on trackpad to move windows)
Suddenly, (not to earmark this issue to the 10.11.6 update, this is just around the time that I noticed it start), none of my Macs would do three finger drag. After some research, I found the setting under System Preferences>Accesibility>Mouse & Trackpad>Trackpad Options>Select "Enable Dragging: three finger drag" (see below)
One thing I did not find was whether this was a feature reallocation with 10.11.6 or if I, in fact, have lost my sense?
Would love to know if anyone has experienced this?

For example, if you selected the three finger gesture in Trackpad to swipe between full screen apps, and then enabled the three finger gesture as shown in your screenshot, it would change or disable your previously specified Trackpad preference.
