iPhone upload videos in real-time with carrier data?

How do I configure my iPhone 5 to upload real-time videos to my iCloud account using carrier data (and WiFi, too)?

iPhone 5, iOS 9.3.2

Are you saying that there is no way to protect videos from unwanted (or even coerced) deletion by uploading them in real-time (as they are shot) using carrier data? Given that WiFi is not available all the time everywhere, and takes extra steps to connect when it is available), and carrier data is already connected unless there's no service locally, I'd like to stream video away from my iPhone while I am shooting it. Every civil-libertarian should know how to do this. Just as important, I'd like the uploaded video to NOT be deleted when the original is deleted from the iPhone (although the iCloud Recently Deleted album gives me a semi-secure recoverable backup if I get there within 30 days).


Is there some other way to do this that doesn't use iCloud? Are there apps that might facilitate this process?


Isn't there some way to use my iPhone as a WiFi Internet hotspot using carrier data? If that's the case, why can't the iPhone itself use the carrier data as its own WiFi hotspot and WiFi the video to the iCloud account?
