.m4r 'ringtone' only imports as a song file

Hi there!

I've looked at multiple tutorials on how to create a ringtone from an .mp3 file format. They have all said the same thing and I've followed them all to the tiniest details so many times over that I now know the process by heart. But every time it comes to putting the final .m4r file into iTunes, it refuses to accept the 'ringtone' as a ringtone. It only places the file into 'music'. I don't know what I am doing wrong.

I am working with the latest iTunes and am trying to send these ringtones to my iPhone 4s.

I have one ringtone that is exactly 30 seconds long and one text tone that is 4 seconds long and neither will be recognised as a ringtone.

I've made sure to uncheck the start and stop options on the original files and remembered to remove the original ACC copies from iTunes every time and even tried deleting the actual song a couple times.
