If i have backup on Icloud can I delete pics from my device?
No. The only thing you can do with an iCloud backup is use to to do a complete restore or to set up a new phone. If you take some photos, do a backup take additional photos and then do a restore, you will have lost the additional photos and anything else on the phone that is not in the backup. Apple also offers iCloud Photo Library as a method of storing photos on iCloud. With it you can opt to have smaller "Optimized" copies kept on your phone if storage space is needed but you cannot completely delete a photo from the phone without it also being deleted from iCloud. Apple does not currently offer a cloud-only storage option for photos.
