Q: Table Of Contents - surely it's not this difficult?!

Hi....I just don't know how to import a Table Of Contents to the front of my book with the right numeric values corresponding to the document I have imported from Pages....I know how to import a TOC created in Pages but the numeric values are all wrong after the import because of the front matter.  In any case, I can't even get an imported document into the correct place at all. I didn't even want a TOC but I thought if iBooksAuthor did it automatically I would live with it. But nothing so straightforward! According to iBooksAuthor help the TOC is created automatically but it isn't!  I have tried to follow numerous instructions. The rest of the document looks fine but I just can't get a TOC where it should be in the TOC template.  Usually a TOC is done at the end but when I go into the template no list of chapters has been created and neither can I drag or drop onto the TOC template (which would be the obvious way to do things!)
