Where are these documents stored?
Generally, on iOS devices, you open documents from within the app, so the issue doesn't usually arise.
And files you download using Safari are displayed by methods built into iOS. You can use the Send To (box with an up arrow) to open them in another app. Unlike desktop browsers, there's no way to automatically open a file in another app. This is actually a security feature.
