The only way to activate that device is to get the previous owner who placed the lock on it to remove it. If you cannot contact them, then the device is useless. Ask the person that you purchased it from, if they are not the one that placed the lock, to refund your money. There is no way for you to use the phone, and no one here, nor Apple will help.
