You can't remove the camera hardware or the camera app. You can, however restrict access to the camera under Settings>General Restrictions>Camera>Off

The fact that you cannot physically remove the camera makes the iPhone unsuitable for some workplaces, such as the CIA and NSA. And almost any government contractor who does classified work. Disabling it is not a sufficient answer, as it can always be re-enabled.

Back when Palm was still in business they made camera-free models of their smartphones.
