Q: Wireless won't stay OFF

MacBook Pro (Retina, 15-inch, Mid 2015)

OS X 10.11.6 (El Capitan)

I've turned off wireless via the icon menu in the upper right repeatedly ("Turn Wi-Fi Off" drop-down menu listing), however it won't stay off.

I shut down my computer for the night, and in the morning when I turn it on again the wireless will turn itself on and try to connect. I do not want this to happen. I want the wireless to always stay off until I intentionally turn it on.

How do I make sure that my choice to turn off wireless is respected by OS X through the shutdown and subsequent start-up process?

Adding another thing that didn't work:

Under "System Preferences" > "Network" there is the option to select the "Wi-Fi" listing in the left column and use the sprocket menu to deactivate the service. After deactivating the service here I still see the Wi-Fi trying to connect when I start up my laptop. Note: while this does not always happen, it is still a regular occurrence that the Wi-Fi will try to connect after I have deactivated the service.

I am still searching for a definitive solution to this issue.
