TThis means you have tried too many times to answer your security questions. You are locked out for 8 hours at this point.
Once you are able to get back in go to iforgot.apple.com
enter in your Apple ID and click next it will ask you what you want to reset.
Choose security question, then follow the prompts.
This route does not require you to have old security question answers

You will have to either wait to see if you can try again later, or you will have to contact Apple Support to get them reset: ACCOUNT SECURITY SUPPORT

You cannot reset your Security Questions if you have forgotten your password. If the OP is needing to answer Security Questions, it is undoubtedly because they have forgotten their Apple ID password, and the only way to get them reset if they cannot remember them is to contact Apple Support.
