So you're running into an issue with making an in-app purchase for the Pokecoins and also not able to update your iPhone to 9.3.4? Keeping the phone up to date is certainly one thing that could cause the in-app purchase not to go through, so we can certainly take a look into this issue.
Since it seems like you're running into an issue with the connection, the first thing to try is just to restart the iPhone: Restart your iPhone, iPad, or iPod touch
The next steps to do, just in case restarting doesn't resolve the issue, would be testing it out on another Wi-Fi network if you have one available. If it still isn't working on another Wi-Fi network, then check out the steps in this article here: If you can’t connect to the iTunes Store. Even though the title mentions not being able to connect at all, the steps listed in 'Fix the issue on your iPhone, iPad, or iPod touch' are the steps that you'd want to do.
Once you've completed those, test it out and see what happens. If for some reason it still isn't working, then we'd want to go to Settings>General>Reset>Reset Network Settings. This will delete things like Wi-Fi passwords and VPNs that were set up. Then test it out once the iPhone comes back on.
