Reset previous owner's ID.
The IPad I have was given to me and has someone else's ID. I have had it unlocked and reset it but it still asks for the employees ID. She isn't talking to me.

If the ipad is locked to another apple ID you cannot use .
Unless owner removes apple ID from find my iPad list only the person
Who knows the apple ID & password can do this.

You can not without the original Apple ID & password.
You should ask them to do these steps What to do before selling or giving away your iPhone, iPad, or iPod touch - Apple Support so you can set the iPad up as yours.

That page makes it quite clear that Activation Lock - which is what we are dealing with here - cannot be bypassed. It deals only with issues such as the iTunes Store being signed in with another account, which is simple enough to deal with but it not the OP's problem.
