The avg heart rate is displayed at the summary of the workout but after i save the workout, it does not display and indicates "--". Is this a common issue?

Check whether Power Saving Mode is enabled (and if so, turn it off):
On your iPhone, in the Watch app, go to: My Watch > Workout - turn off Power Saving Mode.

Power saving is turned off. When i stop the workout, the summary of the workout shows the Avg HR. I save the workout but when i check the activity app, the workout is saved with the Avg HR --
Check also that heart rate recording is enabled:
On your iPhone, in the Watch app, go to: My Watch > Privacy > Motion & Fitness - check that both Heart Rate and Fitness Tracking are enabled.
