Q: erased but still locked by previous

All ways to locate previous owner have been tried and the iPod still wants a username and password. All information from previous owner has been erased, how can I get in and create my own username now?

You are running into:
Find My iPhone Activation Lock - Apple Support
If you cant contact the previous owner and have them do this
Turn off Find My iPhone Activation Lock - Apple Support
or return it for refund then turn it into the police since it is likely lost or stolen.
It is of no use to you.
Apple will not help
