transfer photos from apple tv to pc

Any photos you see on the Apple TV should be coming from your iCloud Photo library. Download them from there. Try Set up and use iCloud Photo Library on your Windows PC - Apple Support.

Apple TV downloads pictures from your PC via home sharing or iCloud, not the other way around.
