Yes, but you will be reachable ONLY at your AppleID (your-name@icloud.com for example), but NOT by a phone number... check Preferences in iMessage app in Mac, and you'll understand what I'm talking about.
So, when somebody need to reach you by iMessage, he/she need to send message to you AppleID e-mail instead of you phone number

Same with FaceTime .
iMessage ALWAYS can be sended to Apple devices.. if you send message to 3rd party device by iMessage app, it will be sended as SMS
iMessage (reed AppleID) - its just like an alias to you phone number. If you are trying to send iMessage to someone the application check Apple database for PHONENUMBER=AppleID, and then send it to device with AppleID that correspond with PHONENUMBER. If no PHONENUMBER in database, then message will be sended ONLY if you type AppleID! That's simple! )
Like MAC address and IP address (assigned by DHCP to you by your provider).
Have you considered third-party apps like Google Duo?

You can't send Messages/texts to non-Mac/iOS users except by using an app that those users also use like Skype
