I just updated to ElCapitan. "Photos" hung up "preparing", then repair tool could not be recognize. Any solutions?

I just updated to ElCapitan. Preparing the photo library in Photos hung up for hours. So, I tried using the Photos repair tool and got this message after it reached about 5% completion: "The library “Photos Library_2” could not be recognized." (I also now know that I appear to have two photo libraries, which was not noticeable in the past with iPhoto.)

My photo files all appear as normal in iPhoto...Is migrating to "Photos" really worth the trouble?

Any solutions?

My experience on three different occasions, is that "Photos" stops at 11% and does not move for hours. I can try waiting "days", but that ties up a significant part of the computer, slowing it down on other work. This seems ridiculous that it should take so long. I only have about 70 G of photo files.

A concern is that reports say Apple will no longer be updating iPhoto and, at some point, will it cease to work with OS updates...

Frustrating.

Several hours of waiting, with no movement beyond 11% or 12%... Upload speed tested at 4.45 Mb per second, while download speed is around 60 Mbps.

Why would upload speed matter? I assumed that the data was just being updated on my hard drive to work with "Photos". I have not registered for iCloud storage of the photo files.
