My phone doesn't have facetime how can i have or what can i do to have facetime?

Some countries, like Saudi Arabia, prohibit FaceTime from being installed. If your iPhone was manufactured for one of those countries, you can't have it.

FaceTime is installed as part of iOS. It cannot be added separately.

On the device, open Settings, General, and then About. If the model number has AB, AE, or possibly AH just before the slash, FaceTime will only be there if the installed SIM card supplies it; only ones for a small number of carriers do, and all of them are in Middle Eastern countries other than Saudi Arabia and the United Arab Emirates. Otherwise, check the device’s restrictions.

That model is from a region where FaceTime is banned.

It's impossible to say exactly what country it came from based on that model number; some countries have that code but don't ban FaceTime.

Even if one does originate from a country which bans it, taking it to a country which falls into the category above and inserting a SIM card from one of that country's carriers has added FaceTime to it.

The point about FaceTime on Middle Eastern iPhones still applies. Unless you travel to a country where the iPhone model numbers have AB or AE just before the slash but allows FaceTime, and insert a SIM card from one of its carriers, you won't be able to get FaceTime on it.

The Philippines isn't a Middle Eastern country. An iPhone which has AB or AE as its country code won't have FaceTime on any cellular network there.
