Issues with MacBook air

i need help on what the issue may be. Please don't suggest to take it in that won't help.

I Have a 2013 MacBook Air 11". It was running fine till it crashed and would keep crashing upon loging in. Long story short I ended up wiping out the hard drive re installed the ox system. Worked ok for a bit then while watching netflix again same issue. i did a hard ware test no issues detected. Opened it and cleaned out the skin n dust I found inside yes I used an air can (bad idea?) now ox gone again cant get into the recovery at all if I can even get it to turn on... Sometimes it keeps redoing the chime other times just blank screen.. If I don't push recovery it goes to that flashing folder with the question mark. Is it the hard drive?
