Cellular Data iPad

I have cellular data turned off since I use only wifi service. A message keeps popping up telling me to go to Settings to add a data plan. I have the option to choose Later or Now. I always select "Later" but I am constantly bombarded with this message. It appears every time I wake my iPad from the sleep mode. Is there a solution?
