The symbol of a charging cable and lightning bolt appears when your watch battery has a low charge level.
Try charging your watch for at least 2.5 hours (and perhaps longer, such as overnight). When charging your watch, check that:
All plastic wrap has been removed from both ends and both sides of the charging cable (check closely on the head of the charger).
Some watch docks, stands, cases or protectors might hinder this. If you are using any of these accessories, try instead charging the watch by connecting it directly to the charging cable, without using them.
If charging via a USB port on a computer, ensure that you use a USB 2.0 or 3.0 port, the computer remains turned on and awake and the cable is plugged directly into the computer (not into, for example, an external keyboard).
After charging, if your watch has not already restarted automatically, remove it from the charger and:
If you identify an issue with a particular component (adapter, cable or watch) or if the issue otherwise persists, contact Apple Support (mail-in service may be available) or make a Genius Bar reservation with a view to having your product(s) checked and, if recommended by Apple, serviced (whether under warranty or via chargeable, out-of-warranty service):

I am in the same boat, except I was told $249 dollars for a "service fee" which is the replacement cost. This is after being told I could at least get a quote first and decide from there, and after being hung up on by a rep, and then finally being told I can not get a quote even though he was reading the chat where the lady told me I could get a quote once I was able to get find my device turned off. Terrible customer service and product support considering the issue was later fixed which means they know it existed.
They want $205 to fix a bug/defect with their design. Sad
