Welcome to Apple Support Communities! From your post, you're not able to use a ringtone you've created with GarageBand on your iPhone SE as an alarm. You've put a lot of effort into creating/using that tone and I don't want to see that go to waste.
How to back up your iPhone, iPad, and iPod touch -- I always recommend making a fresh backup to keep your personal information safe before troubleshooting. Especially this process since it will completely erase your iPhone.
Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings -- You have been able to use that tone as an alarm so that points to a software issue. The way to fix this is to put a clean copy of the iOS on your iPhone SE. Follow the process in this article to completely wipe your iPhone. Using the settings on your phone only removes your personal data.
The first time through, set up your phone as a new iPhone but feel free to sign into iTunes & App Store and iCloud. Once you're at the home screen, sync just that ringtone to your iPhone and use it as a new alarm. If your Alarm Clock accepts and uses it, go to the next step.
