My magic mouse is not found in the system preferences/mouse, and i am not able to set it up, yet i see it as a bluetooth device (in system preferences7bluetooth) and it performs basic functions such as right and left click, but no finger scrolling or anything else... what am I missing?...
Tried new batteries? (not a Magic Mouse 2 that's rechargeable)
Can you tell us when you purchased the mouse and what OS you are currently using.
It´s a rechargeable Magic Mouse 2 and I just had it charged...

That is where your problem probably lies. Magic Mouse 2 is intended for use with El Capitan 10.11 or higher.
You will need to upgrade your OS to 10.11 in order to benefit from the new facilities.
And in addition. If you cannot upgrade for any reason, and the assistant where you bought it did not warn you of incompatibility, in many countries in Europe you have 28 days to return unsuitable goods.
