My volume is stuck on mute

This has happened many times before, but I was always able to fix it just by restarting my mac. Now, whenever I try to restart it doesn't do anything. My volume is stuck on mute. The icon in my top bar is greyed out and my sound preferences look like this (the volume is mute and I can't fix it because its greyed out) http://prnt.sc/c8078e.

I've tried everything from picking it with a toothpick to sticking my headphones in and out repeatedly. For others there is usually a red light, but I don't have that.

hopefully someone can figure out how to fix this.
