if it is a way to change ringtone volume to ring with low volume first and then gradually increase to the max volume ?

No. There is not.
You can't change it in settings.
There's a walkaround tho. Create a ringtone (or simply edit the m4a file in GarageBand on your Mac) so the volume increases over time.
Remember that the ringtone can't be longer than 40 seconds.
