Apple cannot help you. The only people who can unlock a carrier-locked phone are the carrier it's locked to. They may or may not be willing to do so: many phones are sold on a contract, with the original purchase price being reduced because as you are locked into the contract the remaining cost of the phone is recovered over the period of the contract together with the actual call costs. In this situation the carrier is not going to unlock it.

All you can do is find out who the current carrier is and contact them to find out whether they will be willing to unlock it.

In the end, it is all about the carrier.   If you cannot meet their terms, you are lost.   So be prepared; it may cost you.

Unless an unlocked phone was specifically purchased, you will not be able to unlock it until the obligation to the original carrier is satisfied.
