Q: cannot get songs to download on ipod shuffle

I understand from your post that only songs you have purchased from iTunes are syncing to your iPod shuffle. I like listening to all my music as well. As long as the music is uploaded to your computer and added to your iTunes library, you should be able to sync it to your iPod shuffle. This article has the steps to choose which music you want to sync:
