Q: how do I reset my password when the information on the security questions is not what I entered?

I can not access my @icloud.com account for email or use of messaging. How do I reset the password?  My birthday is not correct when I enter it to answer security questions. It is very frustrating and this has been happening for months. Each time I try, I give up.
