Overlay effects to entire project

Hi all.

I have a Final Cut project which consists of static images and music in the background.

I want to overlay the rain effect on TOP of all the images, so it rains over the images rather than invidiaul ones.

is there a way of creating an overlay layer at all? Which would be transparent but still manage to have effects playing back?

Any thoughts would be great
