accounts in my ipad restrictions is grayed out

So on my iPad I opened it and wanted to download apps but I went to the pApp Store and the 'sign in' way greyed out so I went to settings and my iTunes and AppStore is ALSO greyed out for me signing in along with my iCloud. Sp I had done some googling and I went and did this

Settings>General>Restrictions>Accounts and it was greyed out with a LOCK sign on it. can someone please help!?i
