Ask the original owner to go to http://appleid.apple.com and click 'Find your Apple ID'; the process will enable her to find out what the ID is - Apple will ask her for some form of identification. Once she's done this and if necessary reset the password she ought to be able to go into her Apple ID at the above URL and remove the iPhone from her list of devices. This will remove the lock. This is the only way of unlocking the phone.

It requires the Apple ID and password of the previous owner. If you don't have it and cannot get it, then the device is useless to you. Return it for a refund, if you can, or take it to an Apple store for an exchange provided they will help you.
