Unless there is hardware damage, see if you can force restart your iPhone then setup Touch ID.

Press and hold both the Sleep/Wake and Home buttons for at least ten seconds, until you see the Apple logo.

Use Touch ID on iPhone and iPad

You can make an appointment at an Apple Genius Bar.

Or send the iPhone in for service > iPhone Service Answer Center

That's not true--when the Apple Store replaces a 5s screen, they install a new assembly with a new home button.  They will then pair the new button fingerprint sensor with the logic board.   This can not be done by independent repair, only the Apple Store.  However, they will bounce any phone with a slight bend/frame damage from straight up screen swap service and only offer to sell you a new phone as out of warranty swap.

Hi Guys, Ok here what I did. I took my phone for an entire screen change, I think its a hardware issue. Can it bee fix?

I factory reset my device twice and still same issue.

    p.s

I know the Iphone 7 is on its way next month, how much will be the cost of an Iphone 6s plus?

So Apple changed the screen but they didn't fix the Touch ID issue?

take it back to the Apple Store that did the work.
