How can I activate my iMessage when it says activation unsuccesful??

I restarted my iPhone 5 because I had the IOS 10 and I wanted the IOS 9 back and now my iMessage and Facetime is no longer active! How do I reactivate it if it keeps telling me "activation unsuccessful?? Someone please help me!!
