Q: Free Apple apps eligible for 2nd hand devices activated after 2013?

I bought iPhone 6, i got all the apps. Then i bought iPhone 6S and passed the iPhone 6 to my brother. He reset/reinstalled the OS and signed with his ID but the apps are not showing free for him. So i guess, the free apps are tied to the device. So considering that, if i reset my iPhone 6S and ask him to sign with his ID, will he see those apps as free ?

No. Free is only for a new device, not pre-owned.
