OK. From what I understand, you purchased music from the iTunes Store in the past and you want to download it on your laptop and iPhone. Or is it that you are trying to play music from Apple Music and download it for offline use?

PAST PURCHASES FROM THE ITUNES STORE

Step 1 : Remember which Apple ID you used when you purchased that music. If you forgot the password, reset it : https://iforgot.apple.com/password/verify/appleid

Step 2 : Authorize your computer to this Apple ID in iTunes. Here is how it works : Authorize your computer in iTunes - Apple Support

Step 3 : Redownload your past purchases on your laptop. You can follow instructions from this article : Download your past purchases - Apple Support

Step 4 : Put the music on your iPhone. You have two choices : redownloading your past purchases to your iPhone directly over Wi-Fi (Download your past purchases - Apple Support) and syncing the music from your laptop to your iPhone (Get your music collection on all of your devices - Apple Support).

APPLE MUSIC

Step 1 : Remember which Apple ID you used when you subscribed to Apple Music. If you forgot the password, reset it : https://iforgot.apple.com/password/verify/appleid

Step 2 : Authorize your computer to this Apple ID in iTunes. Here is how it works : Authorize your computer in iTunes - Apple Support

Step 3 : Follow the instructions from this article : Add music from the Apple Music catalog to your library on your iPhone, iPad, iPod touch, Mac, or PC - Apple Support

I hope this helps!
