Retrieving purchases made on the app store while living in another country

I was studying in the UK, and that was the country selected on my App store & Apple ID. My credit card from the UK was used to make the purchases.

However, I have now moved to India. I returned my card to the bank in the UK and closed my bank account.

Now, I want to retrieve the apps that I bought on that store. However, while changing the region to that store, I am asked to give a UK credit card only. Can I not change the store by giving my Indian credit card details? It is compulsory to give payment/card details to change the store to UK region.
