Moving music

When i plug in my phone and it pops on iTunes. Then when i click on the Music tab under settings all thing comes up is iCloud music library is on and sync video memos. I want to be able to select the artists and songs from my iTunes on my computer so that they will sync onto my phone. How to I get the option to appear on my iTunes under the music setting?
