Q: Ipad locked from other country

I bought an Ipad in the Philippines from a market place. The person told me, it was reset so I can use my user name and password. The Ipad was not charged at the time, so I was not able to try it. Back home in Australia I find out, after charging the Ipad, that yes it was reset, but still asking for the old owners user name-email and password. Sure I have no idea where or who the owner is in the Philippines. What I want to know is, how can I reset this Ipad and use my user name and password. Thank you for your help.

You cannot without the owner's Apple ID & password.
You cannot bypass Activation Lock, return it for a full refund.

Thank you for your fast reply mate. Sure it is my fault I never checked the Ipad, but because I got it from a small market in the Philippines....sure I will not able to return it ;-)
I know Apple want to keep things secure, but surly there have to be a way to help people who get hold of an old unwanted Ipad, Ipod or Iphone without knowing the user before. If not, not a big problem, will give it away for parts ;-)

Maybe the iPad was stolen.
No legitimate owner would want his/her Apple ID and content on device when selling.
Next time do the following before you part your money and avoid scams:
Check Activation Lock Status

See what the seller has to do:
