Q: The Apple ID user is now longer available

i Bought an IPad mini that is used and the previous owner does not want to help me remove their information from their device. What steps can I use to update my iPad?

You can't without the owner's Apple ID & password.
You cannot bypass Activation Lock.

It requires the Apple ID and password of the previous owner. If you don't have it and cannot get it, then the device is useless to you. Return it for a refund, if you can, or take it to an Apple store for an exchange provided they will help you.
