Should all my devices (phone, computer, iPad) use the same Apple ID for iCloud purposes? If so, does my storage limit increase per device and if not is there any way to sync apps that use AppleID for backup across devices?

Normally each person should have their own Apple ID and use it for all of their devices. Their isn't a way to sync devices using different Apple IDs although there are some sharing methods such as Family Sharing where some things can be shared between Apple IDs. iCloud Storage is per Apple ID and having multiple devices with the same Apple ID does not increase the free storage. iCloud Storage is not shared even with Family Sharing. http://www.apple.com/icloud/family-sharing/
