If I’m understanding your post right, your iPhone fluctuates between muted and not muted when your iPhone is silenced using the Ring/Silent switch. I can imagine it would definitely not be a good thing to have your iPhone making sounds while you're in a meeting. I'm happy to help you get to the bottom of this!
You didn't mention any troubleshooting steps in your post that you have completed. So, let’s start with some basic troubleshooting first. Follow the steps listed below from the following support article:
Get help with buttons and switches on your iPhone, iPad, or iPod touch
On an iPhone, the volume buttons and Ring/Silent switch are on the left side of the device. The buttons on other iPhone models are similar. On an iPad, the volume buttons and Side Switch are on the right side of the device.
If any of these buttons or switches aren't working, follow these steps. After each step, see if you still need help:
- Unlock your device. Some buttons don't work from the Lock screen.
- Check for debris or dirt around the button or switch and clean it with a soft cloth.
- Remove all protective films and cases that might interfere with the button or switch.
If those steps don't get your Ring/Silent switch working consistently like it should, the next step would be to do a restart on your iPhone using the steps below from the following support article:

- Press and hold the Sleep/Wake button until the red slider appears.
- Drag the slider to turn your device completely off.
- After the device turns off, press and hold the Sleep/Wake button again until you see the Apple logo.

After you have restarted your iPhone, test out your Ring/Silent switch. If the issue persists, the next step in troubleshooting would be one that could potentially fix the issue, and if it doesn't, it would at least let us know if the issue you're experiencing is hardware or software related so that we know how to proceed next.
