If you are also getting a message to contact iTunes Support then have you done so ? If not then you will need to do so (you already know that you are only talking to fellow users on here) :
- go to http://www.apple.com/support/itunes/ww
- click on your country's flag
- click on Contact Support towards the top right
- click on Get Help under 'Talk To Us'
