My apps won't download or update I'm on iOS 9.3.3 and I've checked my time and date and tried to change the region but nothing worked also i don't want to update to iOS 9.3.4 but I'm sure that has nothing to do with it. Any thing i can do to fix it

What have you tried so far ? Have you tried :
- logging out and back into your account on the phone ?
- disconnected and reconnected to your network ?
- closed the App Store app via the phone's taskbar ?
- a soft-reset/reboot of the phone ?
yeah i have done all of those things and nothing is working
And what else have you tried ?
changing my region and checking my date and time
Try a different network. Or you could try downloading one of them on your computer's iTunes and sync it from there to your phone and then see if other updates and/or new apps download directly on your phone.
i tried that but iTunes won't recognize my phone like the little icon docent show up
You have a recent OS on your computer, and iTunes 12.4.3 installed on it ?
