Q: Family plan payment issue
I'm a 20 year old college student and I'm on a family plan with my parents. The issue is that when I buy apps, it's charging them instead of my card that's on my account. I *need* to be able to buy apps (and music) for school with my card instead of my parents, because that's where all my student loans and paychecks are held and I have no way to pay my parents back from where I am at school. It is really important that I change this, ideally without having to leave the family sharing (they're paying for my apple music while I'm in school).

While being part of a Family Group you cannot use your associated credit card directly. As all purchases are billed directly to the Family Organizer's card.
If you need to pay for things with your own money, then the only way to do that is to buy iTunes Gift cards and redeem them to your Apple ID.
Any Purchases then will be deducted from your account's balance before being charged to the Family organizer's Credit card.

Making purchases
After you set up your family, any time a family member initiates a new purchase it will be billed directly to your account, unless that family member has gift or store credit. First, their store credit will be used to pay the partial or total bill. The remainder will bill to the family organizer's card. As the family organizer, any receipts generated by the transaction will be sent to you. Learn more about how iTunes Store purchases are billed.
