I had to get a new hard drive and reintall system. Now I can't find Pages or iWork
Are they included in 10.9.5 or did something get left out in the reinstall?
Weird that I can't find such seemingly basic info - a list of included apps in an OSX -anywhere!

Your Mac may have shipped with them new. They were never part of the direct download package given to people upgrading to new Mac OSes. Call the App Store support to see if you can get those to be allowed to be redownloaded. In the future always clone your system before installing anything new.
Did the Pages that you had installed on Mavericks have a purple inkwell application icon (Pages '09)?
The only available Pages, Numbers, and Keynote presently available from the OS X App Store, regardless of prior purchases (or new Mac purchase bundling), are current releases that require OS X 10.10.4 or later to be installed. You can get earlier versions from your backups, but the last version of Pages v5 for Mavericks stopped at v5.2.2.
Do you have a backup you can restore them from?

We didn't identify the version of Pages. If it is Pages v5 - v5.2.2, or Pages '09 from an individual App Store purchase, then it can be restored from backup into Mavericks.
If it was Pages '09, originally installed from the old iWork '09 DVD, then it must be reinstalled from that DVD, and then ideally, updated with the Apple iWork 9.3 (DVD) updater.
