On the computer launch iTunes then go to the menu bar and click Account > Authorizations > Authorize This Computer
Then see if iTunes recognizes the iPod.

Do you have iTunes 12.3.3 or later?

I can plug my ipod into the computer and it dings that it recognizes it and same when I unplug it. Yet none of my apple devices will show up nor be recognized by itunes.
