I recently got a new MacBook air and a new apple id, now when I go to listen to my music there isn't any on my phone or computer. Can I transfer my music from my old apple id to my new one without iCloud? If I can, how do I do so?

I'm afraid not. Content cannot be merged or transferred from one Apple ID to another.
Can I put my music onto a cd and transfer them that way?
No. That music is associated with the Apple ID is was purchased from.
So I can't put my music from one Apple ID onto a cd, take the cd out of my computer, sign into my other Apple ID, and put the cd back in, and get the music off of the cd that was from the other Apple ID? Sorry, I know that I am basically asking the same question twice, I am just trying to clarify...
